In late July, Mayor Quinton Lucas introduced measures before the Kansas City Council to pursue hosting bids for both the 2031 FIFA Women's World Cup and the 2031 Men's Rugby World Cup. The announcement came weeks after Kansas City successfully hosted six matches of the 2026 FIFA Men's World Cup, drawing massive crowds to Arrowhead Stadium and proving the city's readiness to host events of international scale.

With Arrowhead proposed as the primary venue for both future tournaments and CPKC Stadium serving as a secondary site, Kansas City is positioning itself among the leading contenders and one of 27 cities competing for the Rugby World Cup bid.

Speaking as president of the KC Blues, Joseph has been one of the clearest local voices making the case for why Kansas City belongs in that conversation. He has pointed out that the timing lines up almost perfectly: the Kansas City Chiefs'lease at Arrowhead Stadium expires in January 2031, which means the stadium would be open that fall without a competing NFL schedule, a scheduling advantage few, if any, other bidding cities can match.

Beyond the logistics, Joseph's advocacy reflects something more personal: a genuine belief in what rugby can do for Kansas City's kids and communities. He has emphasized that the city already has real rugby infrastructure in place through club teams, high school programs, and a track record of hosting sold-out U.S. Women's Eagles matches.
